 “Fox River” Subarea 

The east end of the IL Route 176 Corridor, from the Com-Ed easement to the Fox River, should continue to be defined as residential which includes existing local businesses that are located within the area of the river.  Future land uses along Route 176 in this subarea and at the Burtons Bridge by the Fox River should continue in accordance with McHenry County zoning.  Existing residential zoning along the Fox River should also continue in accordance with County zoning.  

A priority and the main goal for the plan of this area is to preserve the rural character of the community.  By this it is meant that residential areas are contained, open space is protected and planned for, and that travel to “market areas” for work and everyday living activities be significant in distance and outside the borders of this area now becoming known as the Nunda Neighborhood community.  ( See map.)

As such, the community desires to remain independent of any municipalities until such time it is decided by consensus of the residents of this community, if ever, to join or annex into a municipality.  

It is the intention of this community to reach these planning goals by working proactively with local municipalities, state agencies, Nunda Township and McHenry County to:

Plan for open space and water recharge areas to protect the water supply and the water ways.

Encourage the use of the Fox River for public recreational activities following the guidelines of local, state and federal agencies to prevent disturbing the natural environment.

Use any and all local, state, and federal agencies to protect and prevent against any development that can or would increase flooding risks.  

Use any and all local, state, and federal agencies to protect against environmental dangers and concerns that would adversely impact quality of life which includes but is not limited to water, air, noise, and light pollution.

The Vision Nunda Neighbors presented is partially included in this section of the Plan.

However, as a clarification, at no time has Nunda Neighbors requested to be excluded from the planning process.  Nunda Neighbors specifically has had as a goal to gain proper community participation and input.

Existing Land Use  -  Study Area 

The Village of Prairie Grove is located approximately 50 miles northwest of the City of Chicago and is situated in Nunda Township, a township of McHenry County.  IL Route 176 runs through southeastern Prairie Grove from the Fox River to Route 31.  The original study area for the IL Route 176 Corridor Plan extended across the Fox 
River, within the Village of Prairie Grove’s 1.5 mile planning area, but beyond its incorporated limits.   

Throughout the planning process residents of the unincorporated areas within the original study area, called Nunda Neighbors (an organized group of unincorporated residents representing subdivisions east of the ComEd easement), were unified in their desire to be excluded from the study.   Nunda Neighbors felt strongly that they did not want to annex their properties into the Village of Prairie Grove.  The group also expressed concern about the potential for any future development along the river that would change the character of the area.  For these reasons, they asked the Village to revise the study area boundaries and to state within the IL Route 176 Corridor Plan that their area remain in its present state 
(see Figure 1 Existing Land Use). 

Nunda Neighbor’s have also presented the Village with their draft plan for what they refer to as the “Fox River Subarea” (July 20, 2009).  Their draft presents, in writing, 
Nunda Neighbor’s future plans for the next 10 to 15 years for the area from the ComEd easement to the Fox River along IL Route 176. Nunda Neighbors states in their 
vision that “a priority and the main goal for their plan of the area is to preserve the rural character of the community.” 

Their Plan continues by stating “the community 
desires to remain independent of any municipalities until such time it is decided by consensus of the residents of their community, if ever, to join or annex into a munici- 
pality”.  Therefore, based upon the desires expressed by Nunda Neighbors, the revised study area for the IL Route 176 Corridor Plan now extends from Route 31 eastward to the Com-Ed easement and no longer extends east to the river.
